Ribadu Report: Jonathan won’t protect evil doers – Presidency

ABUJA—President Goodluck Jonathan is not foot-dragging on the implementation of the report of the Nuhu Ribadu- Petroleum Revenue Task Force because of any vested interest and will deal with the evil doers wherever they are found, his spokesman Dr Reuben Abati said yesterday.
His assertion nonetheless, some members of the House of Representatives, yesterday, chided presidential aides in the vanguard of attempts to discredit the report, saying that the efforts would amount to nullity.
While the House members condemned the onslaught against Mallam Ribadu and his report, senators were, yesterday, evasive on the controversy that had dogged the report since it was submitted penultimate weekend.
The report of the Ribadu led committee had slammed current practices in the oil sector, alleging multiple corruption schemes and leakages costing the country billions of naira.

The Ribadu report had also slammed the government that Nigeria was the only country apart from war-torn Congo, currently selling its crude on the spot market to oil traders. Observers had also argued that Nigeria does not know the volume of crude oil sold daily.
The presidency through the Senior Special Assistant to the President on Public Communications, Dr. Doyin Okupe, last Thursday, faulted the report, alleging that same was poorly prepared and inconclusive.
The criticism had itself generated fears of a possible attempt by the presidency to cover up the issues raised in the report.
Reacting to the criticism that had trailed the submission of the Nuhu Ribadu committee report, Dr Abati  said the President was ‘working hard at the Nigerian Project and taking every step to transform it for good’ as  such, he should not be  dragged ‘into the cheap arena of opportunistic demagoguery.
“The President’s position that the work of the Ribadu Committee and of the two other committees that presented their reports on that occasion, the Idika Kalu committee on Refineries and the Dotun Sulaiman Committee on Governance is useful and enlightening has not changed.  Mrs Daziani Alison-Madueke, Minister for Petroleum had further echoed that position more than twice. The three committees were set up as fact-finding and advisory bodies. That fact was further underscored by the President’s mature response to the altercation that the Ribadu Committee Report generated when he said that those who have issues to raise should be free to make their own independent submissions. This shows a determination to get every possible piece of information and to accommodate all concerns. This shows a will to act. President Jonathan has not dumped any input, rather he welcomes every possible input and he has no private interest in this matter. So for anyone to say that the Ribadu committee was “calculated to fail from the beginning,” is absolutely uncharitable”.
Mr Daniel Reyenieju, representing Warri Federal Constituency and a member of the Upstream Committee of the Petroleum sector in his reaction to the controversy said: “My position is that the attitude of people in  government on this report is unfortunate and may discourage further investigations in this nation.
“This attitude will discourage well meaning Nigerians to be part of a good investigative team in the future. “
Mr  Chukwuemeke Nwogbo from Anambra State in his contribution,said “Let’s wait and see. My prediction is that the National Assembly will have the last laugh in this unfolding drama. Just wait.”
Reacting, Chairman of the House of Representatives Committee on Petroleum (Downstream) Mr. Dakuku Peterside, said although, he had not read the Ribadu report, but based on what he heard, there was nothing contained in it  that had not been said before.
Said he:” For instance, it is not news that  Nigerian National Petroleum Corporation, NNPC, has been selling crude oil  to itself below the international price or that NNPC fixes the exchange rate that suits her or that the same corporation sells part of its 445,000 barrel of crude oil per day since it refines at below 25 percent of  installed capacity.”
He added that corruption was becoming part of our body politic and would persist unless something was done genuinely about it.
“I don’t believe we are serious about fighting corruption,” he added.

Three Arrested For Lynching Suspected Robbers In Lagos

The Lagos State Police Command has arrested three suspects
for allegedly taking part in the lynching of five suspected
armed robbers in Mushin Area of the state on Saturday.
Police Public Relations Officer ofthe command, Ngozi
Braide, said on Tuesday that the suspects were arrested as
part of the ongoing investigation intothe incident.
She said, “A full investigation has commenced into the
incident, I cannot give details about the involvement of the
arrested suspects for now.
“We have also invited the community leaders of the area
where the incident took place. The police will surely get to
the root of the matter.”
Braide, however, declined to give the names of the arrested
men.
The lynching of the armed robbery suspects came weeks
after a similar lynching of four students of the University of
Port Harcourt in controversial circumstances.
PUNCH Metro learnt that the fivesuspected robbers were
caught on Saturday evening and beaten by a mob that
consisted of residents and area boys in Mushin.
The suspected robbers were setablaze and burnt beyond
recognition.
When our correspondent visitedthe area on Tuesday, some
residents were reluctant to speak on the incident for fear
ofbeing arrested by the police.
But a trader on Vono Street, where the incident took place,
told our correspondent that some armed robbers had been
terrorising residents of the area in recent time.
The trader, who pleaded anonymity, said, “The people of this
area just took their anger on the (suspected) robbers. I don’t
really know how they were caught. I think they were said to
have broken into a shop.
“I heard somebody raised the alarm and residents quickly
reinforced and rounded up the suspects. Nobody really
knows the true story because people are afraid of talking
about the incident.”
It was learnt that while the suspects were being beaten,
residents cheered and took photographs while policemen
were not in sight to stop the lynching even though there were
some police stations in thearea.
Police were said to have arrivedthe scene after the suspects
had been burnt and the crowd had dispersed.

Obama's Victory Spells Trouble For Israel's Netanyahu

Israeli Prime Minister Benjamin Netanyahu faces an even
more awkward time with Washington and re-energized
critics at home who accused him on Wednesday of backing
the loser in the U.S. presidential election.
With Iran topping his conservative agenda, Netanyahu will
have to contend with a strengthened second-term Democratic
president after four years of frosty dealings with Barack
Obama and a rift over how to curb Tehran's nuclear program.
Facing his own re-election battle in January, polls give
Netanyahu little chance of losing but perceptions that he has
mishandled Israel's main ally have been seized on by
opponents.
"I will continue to work with President Obama to ensure the
interests that are vital for the security of Israel's citizens,"
Netanyahu said in a short, congratulatory statement hailing
what he called strong strategic relations with Washington.
But in remarks underscoring a rift with the United States
over possible Israeli military action against Iran, Netanyahu
said in an interview broadcast on Israel's Channel 2 this
week: "If there is no other way to stop Iran, Israel is ready to
act."
Relations between Netanyahu and Obama hit a new low two
months ago after the Israeli leader said nations which failed
to set "red lines" for Iran - which denies seeking atomic arms
- did not have the "moral right" to stop Israel from attacking.
Such comments, along with financial backing for Republican
candidate Mitt Romney from a U.S. casino magnate who is
also one of Netanyahu's biggest supporters, were seized upon
by critics as evidence the Israeli leader was trying to
undermine Obama.
Netanyahu denied he was interfering in U.S. politics.
But former Israeli ambassador to Washington, Sallai
Meridor, suggested that Obama would not easily forget that
Netanyahu had created a perception that Israel wanted
Romney to defeat him.
Obama is "very strategic, very disciplined", Meridor said
during a panel discussion on the U.S. election at the Institute
for National Security Studies in Tel Aviv.
"But I don't think we can just assume that what happened
between them over past four years will have just
evaporated," he said. "When people fight for their political
life and have the perception that their partner is trying to
undermine their chances, it's not going to disappear."
One of the Israeli prime minister's own leading coalition
allies, Eli Yishai of the religious Shas party, said simply: "It's
not a very good morning for Netanyahu."

Married Nigerian Banker Dances Unclad For Boyfriend(video)

Just yesterday i received a mail from an anonymous sender which i believe was sent to other e-mail addresses among mine. The mail contained an attachment, i was skeptical about downloading this attachment due to the recent scourge of viruses or worst still hacks from internet scammers.
Throwing caution to the wind, i however downloaded this attachment. Lo and behold it was a video. I wouldnt have probably opened it still but the thumbnails of the video looked delicious.Oh well! what i saw next was a well endowed daughter of eve who was evidently having fun as she danced to various Nigerian songs while erotically shaking her curves.
The message also stated that the lady involved is Yemi, a married banker who works in one of the “blue” first generation banks in Nigeria.
Yemi who appears a little bit typsy and is obviously enjoying herself as she dances in her room while flirtatiously flashing her various parts of her body in a bid to entertain her boyfriend.
Unknown to her, the cheerful and entertained lover secretely records her dance steps.

Unanswered questions remain, who sent the video? was it out of a failed means of blackmailing the woman?
However why should a woman under marital vows still opt in to illicit affairs? These are unanswered questions only the said “Yemi” can answer.

Joy all over America as Obama was re-elected for 2nd term as American President

President Barack Obama has been re-elected to a second
term, defeating Republican challenger Mitt Romney.
With results in from most states, America's first black
president has secured the 270 votes in the electoral college
needed to win the race.
Mr Obama prevailed despite lingering dissatisfaction with the
economy and a well-funded challenge by Mr Romney.
Mr Obama's margin of victory is not yet certain because three
states have yet to report results.
With swing states Virginia and Florida still too close to call,
Mr Obama has won 281 electoral votes to Mr Romney's 203.
The state of Alaska, where polls have yet to close, is expected
to vote for the Republican.
Under the US constitution, each state is given a number of
electoral votes in rough proportion to its population. The
candidate who wins 270 electoral votes - by prevailing in the
mostly winner-takes-all state contests - becomes president.
The popular vote, which is symbolically and politically
important but not decisive in the race, remains too close to
call.
On Tuesday, the president held the White House by
assembling solid Democratic states and a number of important
swing states such as Colorado, Iowa, Pennsylvania, Michigan,
Minnesota and Wisconsin. His narrow victory in Ohio, a
critical Mid-Western swing state, sealed the victory.
Mr Romney, a former governor of Massachusetts, won North
Carolina and Indiana, as well as the solid Republican states.
But he was unable to win in Ohio or other states needed to
breach the 270 threshold.
Also on Tuesday's ballot were 11 state governorships, a third
of the seats in the 100-member US Senate and all 435 seats in
the House of Representatives.
Republicans are projected to keep control of the House, while
Democrats are tipped to remain in control in the Senate.
Mr Obama's re-election victory came despite lingering high
employment - 7.9% on election day - and tepid economic
growth.
But voters gave him credit for his 2009 rescue of the US auto
industry, among other policy accomplishments, and rewarded
him for ordering the commando mission that killed Osama
Bin Laden in Pakistan last year.

Obama stays behind closed doors for returns UPDATED

The final curtain isn't likely to fall on this presidential election
until the wee hours of Wednesday morning, but President
Barack Obama's moment to exit the stage came more than 24
hours earlier.
With the imposing Iowa State Capitol looming over a soggy
crowd that bore near-freezing temperatures in windswept Des
Moines, Obama made his last major appearance of the 2012
campaign to urge the more than 20,000 supporters to maintain
the enthusiasm that first catapulted him from a fresh-faced
senator to presidential front-runner nearly five years ago.
Flanked by first lady Michelle Obama and rock star Bruce
Springsteen, Obama's final bow came in the Hawkeye State as
the clock approached midnight there, marking at long last the
arrival of Election Day and the end of the president's last
campaign -- 105 rallies after kicking off his re-election effort in
Ohio and Virginia seven months prior.

To be sure, when Air Force One touched down in Obama's
hometown of Chicago 60 minutes later, the president's role as a
candidate was all but done.
The next time he appears on a stage, it will be to address
supporters in a ballroom Tuesday night having either just
secured four more years in the White House or having conceded
the race to a President-elect Mitt Romney moments earlier.
As for Election Day itself, Obama is largely lying low, as has
long been his practice when it comes time for voters to head to
the polls. That's not to say the president has closed the book on
entirely on his re-election effort. Aides say Obama will sit for a
string of satellite interviews with television stations in
battleground states in a final effort to get his message out.
Earlier Tuesday, he sat for nearly a dozen satellite interviews
with local television stations in swing states, including two each
in Iowa, Ohio and Florida -- states the president's campaign has
particularly focused on. Markets in Nevada and Colorado also
got interviews. And in the afternoon, the president sat for an
additional six interviews in yet more battleground markets.
Meanwhile, the president also turned up at a campaign field
office in Chicago on Tuesday to shake hands with volunteers.

In 2007, the company merged with Seven Energy, a leading independent oil exploration company. Aluko is now Deputy CEO and a leading shareholder of Seven Energy, which has operations and key interests in four onshore fields in the Niger Delta. Aluko is also a member of the advisory board of Vista Jet, a Swiss-based private jet charter company founded by Thomas Flohr. A passionate car racing enthusiast, Aluko has competed in major European races with the Swiss team Kessel racing. In June 2012, Kola Aluko was reported to have purchased two luxury ultra-modern estates in Beverly Hills for $40 million. He reportedly has business ties with Nigeria’s current Minister of Petroleum Resources, Diezani Alison-Madueke.

Jide Omokore

The trained orthopedic and trauma surgeon might have thrived due to his formidable connections with Nigerian military bigwigs such as former President Ibrahim Babangida, but ABC Orjiakor is a successful businessman on all parameters. One of Nigeria’s wealthiest men, Orjiakor is the Chairman and CEO of Shebah E&P Company Limited, an oil exploration firm which has a 40% stake in the offshore block OML 108 which produces over 8,000 barrels per day. Orjiakor is also chairman of Zebbra Energy Limited which owns the deepwater concession OPL 248 offshore Nigeria.

Sam Iwuajoku

Iwuajoku made his fortune importing rice and steel rods, while leveraging his extensive political connections to obtain a series of generous import duty waivers from the Nigerian government. Among other ventures, he reinvested in private aviation services. His company, Quits Aviation services is one of the few fixed-base operators in the country. Quits Aviation Services owns a large maintenance hangar at the Murtala Muhammed International airport in Lagos and a jet charter service.

Gbenga Oyebode

One of Nigeria’s most renowned commercial lawyers, Gbenga Aluko is a founder and Managing Partner of Aluko & Oyebode- a successful corporate and commercial law firm in Nigeria. He owns a minority shareholding in MTN Nigeria, and sits on the company’s board. Oyebode also serves as chairman of Access Bank PLC, Okomu Oil and Crusade Insurance. The value of his shareholdings in these companies is worth tens of millions of dollars.

Arthur Eze

Some of its clients include Cameroon Oil Transportation Company (COTCO) and Shell Petroleum Development Company (SPDC). Caverton Helicopters- a subsidiary of the group owns a 10,000 square meter flight facility at the Murtala Muhammad International airport in Lagos, a 9,000 square-meter facility in Port Harcourt and a heliport in the elitist Victoria Island in Lagos.

Dele Fajemirokun

His father, Henry Fajemirokun, was a renowned shipping magnate and one of Africa’s most successful businessmen after Nigeria’s independence. Nigerian Maritime Services Limited, the shipping company he founded in 1962, is still one of the largest shipping companies in Nigeria today. Dele Fajemirokun, his 62 year-old son is now in charge. A prominent boardroom guru, Fajemirokun also owns key stakes and sits on the board of several Nigerian blue-chips including American International Insurance company and oil explorer First Hydrocarbon Nigeria Limited.

Michael Ade-Ojo

Woman 'Set Herself On Fire In Staged KKK Attack

A woman who told police she had been subjected to a racist
attack in which three men set her alight and scrawled KKK on
her car was lying, according to US investigators.
"The wounds were self-inflicted," said Kyle Hanrahan, a
spokesman for the FBI's Louisiana bureau.
Sharmeka Moffitt, 20, was seriously burned in the fire and
remains in a critical condition.
She called police from a park in the town of Winnsboro on
Sunday night and told them three men in white hoodies had
doused her with a flammable liquid and ignited it.
The letters KKK, for the white supremacist organisation Ku
Klux Klan, and a racial slur were scrawled on her car in what
appeared to be toothpaste.
According to local media, investigators decided the burns
were self-inflicted after finding Ms Moffitt's fingerprints on a
cigarette lighter and lighter fluid.
Louisiana's KATC News reported her family had issued a
statement saying: "Our family is devastated to learn the
circumstances surrounding our daughter's injuries.
"While this was not the resolution we had expected, it is a
resolution, and we appreciate the thorough investigation by
the local and state police as well as federal agencies.
"We are sincerely sorry for any problems this may have
caused and wish to express our appreciation for the
outpouring of love, prayers and support we have received
from friends, acquaintances, church organisations and
government officials."
The FBI was called in to assist local authorities because the
apparent attack was initially considered a possible hate crime.

Controversy trails Boko Haram’s dialogue proposal

SHOULD the Federal Government dialogue with Islamic sect Boko Haram, which last Thursday waved the olive branch?
This was the poser yesterday amid reactions to the sect’s proposal for talks wit h the government.
The Senate endorsed the talks; former Peoples Democratic Party (PDP) National Chairman Solomon Lar gave conditions for the dialogue and Oodua Peoples Congress founder Dr. Frederick Fasehun rejected the sect’s choice of former military leader Gen. Muhammadu Buhari as mediator.
Last Thursday, Boko Haram opted for dialogue with the government and proposed Saudi Arabia as the venue.
It picked Buhari, Dr. Shettima Ali Monguno, Ambassador Gaji Galtimari, Mrs Aisha Alkali Wakil and her husband Alkali Wakil and former Yobe State Governor, Senator Abba Bukar Ibrahim as mediators.
Ibrahim said yesterday that he had not been contacted by the sect.
Chairman, Senate Committee on Information, Media and Publicity Senator Enyinnaya Abaribe, responding to a text message by our reporter, said the Senate was delighted to read about the sect’s proposal for dialogue.
He said: “The Senate will support any measure that will bring peace to all parts of Nigeria.”
Ibrahim, Chairman, Senate Committee on Housing, Land and Urban Development said since he had not been contacted, he “cannot say anything based on newspaper publication or television broadcast.”
The senator said a similar thing happened in the past when some newspapers published that the sect named him and others to dialogue with the government on their behalf.
He said: “The earlier one ended without any result. One group was reported to have called for dialogue and allegedly named some people to negotiate on its behalf.
“Another group denied it and the whole thing ended up just like that. I cannot say any thing based on publication by newspapers or television broadcast.
“Nobody has contacted me for any dialogue.
“But I hope that this time around, this one will work and produce result.
“I hope that this one will work and not end up like the earlier one.
“That is what most Nigerians have been praying for, a dialogue to ensure peace in the country.”
Lar said the talks should take place only after members of the group revealed their identity.
He told reporters in Kaduna that talking with the group when it has chosen to remain faceless does not make any meaning.
Lar said: “I disagree completely (with dialogue) unless they show their identity that Mr. X, Y, Z is Boko Haram. For them to name some people to be their representatives, who are they? They are faceless people, let them come out and reveal their identity”.
He said it was not enough for the sect to nominate people to negotiate on its behalf, urging them to identify themselves rather than remain faceless.
Lar wondered whether Buhari, Monguno and others picked as mediators have accepted the job, asking:
“Has Gen. Buhari agreed? Is Gen. Buhari their representative? Is Ali Monguno their representative? You see, I didn’t want to mention names, but if they (Buhari and Monguno) said yes, they are their (Boko Haram’s) representatives, we would know.
“But have they agreed to represent them? Let them come out. During the Niger Delta militancy, some people came out and said they were the leaders of the militants. That was very reasonable and that was how the late President Umar Yar’Adua was able to tackle the problem of militancy in the Niger Delta. The Niger Delta militants were not faceless like Boko Haram. Why didn’t Boko Haram follow the example of the militants by showing their faces?” he said.
Fasehun, who spoke after a public lecture by the Ife Business School in honour of the Ooni of Ife, Oba Okunade Sijuwade, urged the government not to allow Gen. Buhari to be in the negotiating team in the interest of peace and tranquility.
Buhari, he said, was not qualified to negotiate on behalf of Nigerians or the government.
Fasehun, who agreed that the government should dialogue with the sect, said Gen. Buhari’s presence in the negotiating team, would aggravate things.
Referring to Gen. Buhari’s alleged disaffection with the government over his defeat by President Goodluck Jonathan in last year presidential election, Fasehun said the former military leader could not represent the interest of the government and Nigerians well in the negotiating team.
“Buhari should not be part of the negotiations because he has a serious grouse with the present administration. His grouse is because he was not elected the president of Nigeria. How can such a fellow represent the interest of the government and the good people of this country if he’s part of those that will negotiate and dialogue with Boko Haram.
“I would rather advise the Federal Government to set up a formidable team comprising responsible Nigerians to dialogue with the sect if the government wants to end terrorism and insecurity. Also, the government should be civilised in its discussion with the sect members to ensure absolute peace in the land. The dialogue between the Federal Government and the sect, if well handled would bring about peace in the country.”

FG committed to revamping sports – Jonathan

President Goodluck Jonathan has reiterated the federal government’s determination to revamp the sports sector during his tenure.
Speaking in Lagos during the Flag Hoisting Ceremony of Eko 2012 National Sports Festival yesterday President Jonathan who was represented by the Vice President, Architect Namadi Sambo stated that “the federal government is committed to the transformation of the sports sector in the country,” pointing out that this was aptly demonstrated with the recent Presidential Retreat on Sports which held in Abuja.
He assured that, “Government is committed to the full implementation of the recommendations made by the retreat working group.”
The President underscored the significance of the flag hoisting ceremony as a symbol of unity among the country’s federating units. Said he, “This event is unique as it does not only stimulate participating states and the FCT to action towards the preparation of their athletes for the games, it also brings together representatives of all the states together to remind them that the festival has actually begun.”
Sambo who flew into the Teslim Balogun Stadium in an helicopter hoisted the Nigerian flag while the host Governor, Babatunde Raji Fashola who assured repeatedly that Lagos was ready for the games hoisted the Lagos state flag.
The Lagos State deputy Governor and chairman of the Local Organising Committee, Adejoke Orelope Adefolure and chairman of the Main Organising Committee, Dr. Patrick Ekeji jointly hoisted the festival flag while representatives of the 36 states and the FCT hoisted their various flags.
Kogi State Governor, Captain Idris Wada was personally present to hoist his state’s flag.

Target 2015 Nations Cup title, Odegbami advises Keshi

Former Green Eagles captain, Chief Segun Odegbami (MON) has advised the Super Eagles Chief Coach, Stephen Keshi to look beyond the 2013 Nations Cup holding in South Africa and plan for the subsequent edition in 2015.
Chief Odegbami, who won the African Club Winners Cup with Shooting Stars of Ibadan in 1976 spoke in Lagos on the chances of the Eagles against group mates Zambia, Burkina Faso and Ethiopia as well as in the entire competition during a press briefing to usher in the 2013 NNPC/Shell Cup for All Nigeria Secondary Schools Football Championships.
“I think Keshi should concentrate on building the team which he is already doing by blending the local players with the Europe-based ones. I don’t think we have a team that can win the 2013 Nations Cup yet,” he said.
He said that by blending the players from the local league with their foreign-based counterparts, Keshi was on the right path of building a team that Nigerians would be proud of, not necessarily for the 2013 Nations Cup, adding however that “if they go on to win the Nations Cup in South Africa, that would be a bonus. The team should be strong enough to win the 2015 Nations Cup.”
Meanwhile, Chief Odegbami said that the NNPC/Shell Cup would continue to produce younger players who could fit into any of the nation’s age grade football teams even as he challenged the press to point to any member of the current Golden Eaglets who is in school.
“Genuine U-17 players should still be in school and not playing for any club. The NNPC/Shell Cup is not an age grade competition, it is for secondary school students but that does not mean that those who are 30 years can play in the competition, that is why there is some level of screening to ascertain only those are young participate,” he stressed.

Vice Chairman, Senate Committee on Water Resources, Senator Danladi Abdullahi Sankara, has x-rayed the 2013 budget proposal. He concluded that partial or half-hearted implementation of budgets erodes public confidence in the government and the political leaders. He spoke with Desmond Mgboh.

Vote to the Ministry of Water Resources
The total amount proposed in 2013 budget as capital expenditure for water resources is N39.8 billion. In the 2012 budget, the capital expenditure for water resources was N79.3 billion. We have a short-fall of N40 billion in the 2013 proposal. Remember that last year when the 2012 budget proposal was presented, I complained that the allocation to the water resource sector was grossly inadequate but this year again the proposal for 2013 is even less by far compared to the previous year.
Low implementation of 2012 budget embarrassing – Sankara
Ordinarily, a sector as important as water resources should attract much higher allocation, considering the ever rising need for clean water for domestic use in every corner of the country and, of course, for irrigation.The sad incidents of flood all over the nation is not and cannot be an indication that Nigeria has gotten more than its requirements of water that would warrant the cutting down or reduction of funds for water development. There is a fundamental difference between potable water for domestic use and for sanitation, and the flood water.
I think the only consolation we have here is the capacity of the National Assembly to effect some amendments and reviews in the budget proposal as presented with the aim of scaling up votes for water resources.
The fact of the matter is that the allocation to the sector as it is cannot make any significant impact the lives of the people as expected.
How would you assess the level of implementation of the 2012 budget?
With all sense of responsibility, the level of the implementation of the 2012 budget is very low. We are now in the months of October with only two month left towards the end of the year, but the 2012 budget has not been implemented by up to 40 per cent by the ministries, Departments, Agencies and Parastatals. Surprisingly, almost everywhere the necessary funds required to match the budget proposals have not been released. It is very embarrassing.
In some cases, as at the end of September 2012, the MDAs have not been able to secure the release of budget funds for up to 30 per cent. You begin to wonder the reasons for the disconnection between budget proposal and the actual release of the required funds to accelerate national development.
If budgets are drawn up and there is difficulty in getting the approved funds to execute the identified or listed projects, then what is the essence of budgeting in the first place? It becomes a waste of time, waste of energy and resources. Of course, it short-changes the people when you fail to make the required funds available for the practical implementation of proposals. Certainly, something is wrong somewhere, otherwise the question of failure to release budget funds to the appropriate implementing agencies does not arise.
In your opinion, what makes the release of the voted funds diffucult?
It is the responsibility of the executive arm of government to ensure the prompt release of funds for the implementation of the budget which was drawn up by it in the first place. I am not very sure, but it appears there are elements of ineffectiveness and lack of sincerity on one hand, and lack of proper co-ordination between the various agencies responsible. Perhaps, that is why it has been consistently difficult to implement budgets to appreciable level.
This inadequacy is directly undermining the capacity of the nation to make any serious progress, and the masses are always at the receiving end, because the moneys voted for their welfare and development are routinely held back without any verifiable justification, only to be mopped back into the Federation Account at the end of each year. In some cases, it becomes even very difficult to say where these unspent budget funds are retired to or what becomes of them thereafter.
As I said earlier, the 2012 budget in particular has not been implemented up to 40 per cent. For instance, I am a member of Senate Committee on Health; we had interactive session with all Chief Medical Directors of Federal Medical Centres in the country at the end of September and early October. None of them has been able to secure the release of up to 30% of the funds voted in the 2012 budget for their various institutions.
You can only imagine the negative effects of such development to the healthcare delivery system. Everywhere, the story is the same. No one has been able to secure up to 50 per cent of funds allocated in the budget as at October 2012.
Critics have variously insinuated that funds for the financing of the 2012 budget have been dissipated up front to bank roll the election of President Goodluck Jonathan in 2011. What is the truth of the matter?
I doubt very much; It is an idle talk and it is illogical for anyone to make such a wild and unsubstantiated allegation or claim. Before and after the 2011 general elections, the revenue accruable to the Federation Account has been stable. There was no national emergency that warranted extra-ordinary expenditure by the government and as I speak with you, we have more than $40billion in the nation’s external reserve.
By this simple analysis, how can you then rationalize a claim that budget funds for the 2012 fiscal year were dissipated up front to foot election expenses?
I doubt it very much. If revenue accruable to the Federation Account is stable, why is it that government is resorting to external loans to finance power developments, railways and sundry projects? You have answered the question already by yourself. I am a legislator. You affirmed that I am a Senator of the Federal Republic of Nigeria. The issue you raised is within the jurisdiction of the Executive. You should be able to verify the details yourself. What is the implication of the non release or inadequate release of funds to ministries, Agencies and Departments (MDAs) to the development of the nation as the case is in the 2012 budget? The negative implication of inadequate release of funds to match budget proposals for the purpose of implementation of projects and policies are enormous.
First of all, it will erode public confidence in government and the leaders. So long as government through leaders cannot be as much responsible enough to ensure that funds voted for public projects and utilized for the welfare of the citizens and general development of the nation, such a system can not earn the respect and confidence of the people.
Let us ask ourselves one basic question, that is, if we cannot be serious enough to fully implement the budgets to the benefit of the masses, then what is the essence of democracy? What is the essence of government and the leaders at all levels? It is the collective responsibility of every tier of government at all levels to discard self-interest and work hard to ensure that public interest is properly served.
The only way public interest is properly served is to ensure that moneys voted for projects in the budget are release as at when due. Remember that the first concern of every elected leader is the welfare of the people he or she is representing. Therefore, we must do something for the progress of the people. What I hate most in my life is deceit. When you deceive our people today, tomorrow what are you going to tell them, especially when you come back to ask for their votes?
We should have no excuse to give for our failings. We either live up to public expectation in terms of fulfilling promise, in terms of welfare of the masses, or we forget about it. Whatever anybody can say, the most important thing is implementation of the budget, what I hate in my life is deceit.
